I know how to proportionally resize an image, so it doesn't get distorted. but how do I resize an image to a specific size? For example, if I want to resize my image to 5x4in, how do I do that? The only way Ive found is that indesign will crop the image to a 5x4 rather than resize... :( thanks!

also, is there a way to resize a pdf in indesign? if I try, it gets distorted. it's alright if you can't answer this though, i'm mainly looking for the answer to the first question

Not sure if I'm understanding correctly what you are trying to do, but will try.

Draw a frame to contain your image to the size you want, in this case 5 x 4 and place your image in this.

Select it using the Direct Selection tool so that you are altering the content, not the frame itself. Click on the Fit Content to Frame button in the options bar just under the main menu bar or go to Object>Fitting>Fit Content to Frame. Your image won't be in proportion but it will fill the entire frame without cropping any of it.

There is also a Fill Frame Proportionally option - this will do the same as above but crop the image where one dimension would go outside your chosen frame size, ie the content gets cropped, not the frame.

As for resizing the pdf - a placed pdf works just like any other image, so the options above apply or you can resize using corner handles of the frame. If you hold down Shift whilst dragging it won't distort your pdf. To resize frame and scale content accordingly, select using Selection tool and hold down Shift Option Command (mac) or Shift Alt Control (pc) as you drag.
