Open the "Control Panel." Open "Folder Options." Click the "View" tab in the "Folder Options." Scroll down until you see the line "Hide extensions for known file types." Deselect this option and click "Apply" followed by "OK." Right-click on the .BIN file you wish to convert and change the file extension from ".bin" to ".txt" and press "Enter" on your keyboard. A warning will probably pop up that asks if you are sure if you want to change the file extension. Press "Yes." Your .BIN file is now a .TXT file.



To skip a couple steps you could simply search for "Show or hide file extensions" in the start menu (the charms bar if you're using windows 8).

A .txt file usually contains human-readable text. You might place a Shakespeare play or a translation of the Bhagavad-Gita into a text file. Or, you might place a list of names and telephone numbers there. A .exe file contains a machine readable program, consisting of software to be run by your computer. If you are going to convert a txt file to an exe file, first you need to figure out what you want the computer to with the text in your file. In Linux, you can place the name of a program in the first line of a text file. e.g. #!/usr/bin/perl and then the program you named will read the rest of the file if you tell your computer to "run' the file. That's handy for txt files that contain script programs. But, it's not clear what you are trying to accomplish.

A .bin file contains binary data. If you want to actually convert it to text then you have to know how it was encoded in the first place. And there might not BE any text in there.
