I want to change the display language in windows 7 basic, how can I do it?

I want to change the language to either English or Japanese. Can you explain me how to do it step by step or to show me a link. In contrast to the windows 7 premium or professional, when I go to language and settings I don't have the option install a new language, or change the language.
