Can anyone help resize a photo into a border?

Hi all!

Could really use some help on this one. My wife is a very talented artist, and hand crafted a wonderful picture to serve as the border to my brother's wedding program. It's drawn FAR larger than it needs to be though. She has some expensive art programs on her computer to help resize this stuff, but her computer is suddenly not working and we need this picture resized TODAY. The best I have is MS paint, and I have no idea what I am doing. I'm out of my league, and could use some help FAST. If anyone could advise me on what to do, or if someone with some fancy art program would like to volunteer to help resize this for us, I would be so incredibly grateful. I can be reached by answering the question (obviously) or emailing me at bookwormbabe29 AT yahoo DOT com. Thank you for your time!

VSO Image Resizer 4

http://www.obviousidea.com/windows-software/light-image-resizer/

Free and i've used it quite a few times, it's a simple image resizer.

Edit_

drag and drop the picture over to Image Resizer.

in the second tab, you can resize the image to Centimeters (cm) Inch's, pixels or to %, you can make it smaller or larger.

once you have gone through the size you want it, you can simply click resize (make sure it's on 'create a copy so you dont over write the original, or keep a backup of the original image)

if your still having issues, just google 'resize image online' and see if there are any online services that you can upload the picture and do it easier.
