Actually, to split hairs a bit, Oracle would be more properly called an RDBMS, for Relational Data Base Management System.
People don't always make the distinction and they'll call it a DBMS, but that isn't strictly correct. There *is* a real distinction, and there *are* DBMS's that are not relational.

DBMS stands for DataBase Management System. Oracle on the other hand is RDBMS that is Relational DataBase Management System. You could in some sense say that Oracle is DBMS, if you consider DBMS to be the "root" category for database management systems. Otherwise, the answer is NO. Oracle is an RDBMS.

RDBMS packages amongst others are Ms SQL, mySQL, Oracle, POSTgre SQL, etc...

Learning c++ and java is a Good Choice! But Rememmber Learning Programming language is not Like a Walk in the park! It will Take Time For You To Code(Write Programs) fluently! As Its About Creating Software!
