For the most part. Yes.

I would think that you should brush up on a few web development points. Simple things like HTML programming and web development.

There are places like Intuit.com that helps you create a website and manage all of the tools on a small budget. It's a place made for small businesses.

It is depend on how fast you want to launch your own web startup. If the project is 1-year ahead, buy some web dev books like Ruby on Rails or Django in which these two web frameworks are the most easy to learn and master. Learn it everyday and I believe you too can build a web app in 3-month like me.

If the web app got traction where there are people using it, then you can hire some good freelancers to furnish up your app.

Read the story of successful startups like Groupon, Pinterest, etc. their founders also do not holds an IT degree. They launched their startups in a very hard way.

You would have to learn programming your self.

Limited budget = using self as production

No IT knowledge but lots of budget = hire some one to do it for you

If you refuse to learn the coding language, use limited budget to get investors in your idea, sell them a portion of proit, then hire a programmer.

Or find programmer and offer him 50% of the company, while you look for investors, which will come out of your profits.

I know you're not a housewife, but this website gives great info on cutting grocery bills, and it's primarily vegetarian based as vegetarian diets are cheaper! If you find something that calls for a chicken or beef broth, but the rest is veggies based, just substitute the broth for vegetable broth (or stock..which I prefer as it has more flavor)! And your parents might actually appreciate that you're trying to same them money if you show them this...maybe they'll catch on because of the money factor (I'm sure feeding 7 family members isn't cheap) and it won't be an issue any more!

Yes. You would probably need a friend who has knowledge of web things and just limit your startup costs as much as possible focusing on only the absolutely necessary items you need.
