Website Virtual Servers?

I would like to design a website offline first before I put it online. I used to use a program that looked like a web server but was a windows program, giving the ability to create my websites through instead of doing everything live. It is a bit like Virtual PC, but for servers instead. Does anyone know of a program that can do this?

if your talking about designing a website online and uploading it on server then try to use adobe Dreamweaver or Microsoft expression web they both work like a charm

If your pro at designing you can just use notepad plus
