Well you have to use a telnet server of some sort and log in.
For example if you telnet to jttechonline.com port 5051 you will get our chat server.
Goto Start>Run & type telnet jttechonline.com 5051 you can use Tab to navigate and Guest to enter. No password
Back in the day you could also send a message by using a program called net. The port/service that Microsoft now requires a manual start in Windows.
You would type, "net send jttechonline.com Hey how are you?"
But don't try it we have that port blocked. Spammers use it to send all sort of crap messages to people.

Connect to the telnet server. Type the message. What happens after that depends on the telnet server - normally nothing. (IOW, you don't use telnet to send messages.)
