MySQL is a great lightweight relational database. SQL Server is a great mid ranged relational database. MySQL's support for stored procedures is still in its infancy. SQL Server fully supports stored procedures. MySQL out of the box does not contain a GUI interface for administration and query editing. SQL Server out of the box is bundled with Enterprise Manager which lets you perform most if not all database tasks from the centralized GUI. If you want a great opensource DB, I'd go with PostgreSQL over MySQL. Better stored procedure support and I like the help menu alot better.

NO ! MySQL and MS SQL Server are TOTALLY different database engines !!
MySQL is free and open source.
but Microsoft SQL Server is a product owned by Microsoft and more powerful than MySQL.
they both use SQL language of course like any other database engin (because it's a standard)

No, MySQL and Microsoft SQL (MS-SQL) are different. MySQL is probably the best open source database in the world.
For more information you can go through google with keyword "MySQL vs. MS-SQL".
Good luck.
