What program should I use to make a desktop theme?

I don't mean just the background, I mean the whole theme including the icons, the application borders, the start menu, the background, and anything included in a desktop theme.
And I want to make it so others can download it and install it without having to get any extra programs to have it.
Which should I use? Please tell me about free ones if you can, but paid ones also if you know any that are good.

That is called a GUI

The GUI is the Graphical User Interface.

Use Java, it is open source now, but SUN Solaris already uses a pure java GUI.

Try Ruby, it is interactive with most anything, it is a happy language.

Linux is the free tank that people have talked about ands used for years now, but we obviously like to spend money more than we care about how good something operates.

Are a buncha free, as in free to use,free to look at and make function better or worse, free to choose, codes in Linux.

there are many software titles out there for the taking, try to use download.com ...that way you can try before you buy.
