Alright say I'm making a website. Instead of using PHP can I use Python? Can Python completely reduce PHP?

In short: if you use Python - be prepared to learn what a programming language actually IS and if you don't care or don't enjoy programming then stick to PHP.
PHPs strength is that it is easy to learn and easy to deploy. Python too is easy to learn and somewhat easy to deploy - just not as good support from a shared-hosting perspective. Drawback of PHP from a programming perspective is that it doesn't have a good OOP culture - it has inherited a lot of warts in its design and is comparatively speaking not as well designed as Python is.
If you use PHP then use a framework such as Cake or build on top of other solid open-source projects such as Wordpress - I've seen enough 'PHP superstars' roll their own code and then have the server compromised within a month because they don't have the slightest regard (or understanding) of security.
If you go the Python route, then I can highly vouch for Django - it's a great framework that is incredibly fast to develop in. Also don't forget to consider Ruby on Rails.

That depends on how good you are with Python and how good you are with PHP. For me the answer is a definite no, unless I have a few months (at least) to become as productive with Python as I am with PHP. And, with the cutbacks we've had to do recently, the moon will have breathable air first.
