Whom do you think should take responsibility over release notes? Should development team prepare that or QA team should prepare that? Thank you

Definitely a combination of BOTH.

I've heard and been part of teams that have been divided at 3 different firms, so unprofessional.

The QA team should makes the proper notes and send it down to the dev team, the dev team works out the bugs and any other release notes should be written by the dev team.

A good team is a firm that works together. All the time.

Development team. They own the features. QA owns the *quality* of the features.
