Why localhost is not working in Xampp?

Question

I am trying to run PHP on my Windows 7 with help of XAMPP but my localhost is not working.

Apache & MySQL services are running but my browser is not able to open localhost or 127.0.0.1
I was having problem with starting Apache service before because of Skype using the same port but I've disabled that setting and it started without any problem. But localhost is still not working. Just to be sure, I quit the skype and checked but still no progress. I've installed Avast antivirus and maybe that was causing a problem? So I disabled it for 10 minutes and checked...No progress. Please tell me how to solve this.

I have these stuff running.. Facebook messenger, Dropbox, TuneUp Utilities, Avast Antivirus (free version), Skydrive, Skype.

change the port number in apache config file from 80 to 8080 or any other like XXXX





then type localhost:8080/ or localhost:XXXX/

Still Not Working -_-

Making it simple.First of all goto apachey config and change #Listen 198.168.0.2:80

Listen 80

to #Listen 198.168.0.2:81

Listen 81 then also change the localhost 80 to 81 and save it restart and write localhost/xampp
