The Eclipse IDE with the Aptana (Web UI development) plugins is fantastic and FREE. Between base Eclipse and appropriate plugins, Eclipse handles HTML, JavaScript, CSS, JSP, Java, PHP, C++ etc. with more language extensions being added all the time. This allows you to learn one IDE really well and have it integrate all of your code into whatever development model you need for a project. The IDE also supports version control and repository access for standards such as CVS and Subversion.

Notepad ++. It handles HTML, CSS, Javascript, PHP, and many more languages. Plus it's free.

If you are looking for a HTML Editor i would recommend Microsoft Frontpage or Deamweaver. They do all the coding for you and are regularly updated.
