How Can I change the soundtrack, music or video file type, or does anybody know a program or system to change the file type? ((EX:FLV)) to any other type?!

Well, for most media files, simply changing the file extension will corrupt the file. You can always change it back, and it will be fine. But if you attempt to change a *.flv to a *.wmv, all you're going to get is an error message from windows media player saying that it can't play the file.
Same thing goes with *.mp3 to *.wma, it usually doesn't work. However, there are many free conversion programs out there.
All you have to do is go to Google and type, "free .flv to (whatever file format you want) converter" and I gaurantee you'll get something mildy useful. Most of them will convert quickly and at a good quality, even though they're free.

Changing the file extension tells Windows to open this file with application the new file is associated to. But this will not change the internal structure of the file.
For example if you change the WAV extension of a sound file to BMP (bitmap) and double click on it, Windows will try to start open the file with bitmap editing software, but since the internal structure is WAV structure this will cause an error.
If you try to convert one file to another, find the appropriate software (if both files are same type - music, sound, text etc.)
