C or C++ are much much more difficult then html. I hate to say it but Html is kinda useless for programming iPhone apps (or any application really). For the iPhone, you need to know at least Obj-C (Cocoa) which is a variant of C. You will also need an apple Developer account (its free) http://developer.apple.com/iphone/ Then you can get the iPhone SDK to start making iPhone apps.
A mac with Xcode would help, its a powerful application development suite that includes iPhone simulators and programming examples.
Then, to actually use the app on the iPhone you need to submit it to apple and have it pass their inspection so it shows up on the app store. You cannot run apps you made on your computer on the iphone with out it being signed by apple.
To start, get the apple developer account then go here to learn Cocoa http://www.cocoadevcentral.com/d/learn_cocoa/ - its a good beginners spot. (although you still might want to learn C first)
