There appear to be several.
Qcad is one http://www.qcad.org/qcad.html
You can also just do a search for others
open source autocad
or free autocad
will return many.

note that pro is not free, I've used the regular version and it does everything that autocad lt (lite) can do, which is enough for most. it takes a while to get used to the text inpit interface if you are used to the acad interface & typing in commands, but it's not too bad. good luck.
