I have Adobe Flash and know how to place links inside my flash designs, but I'd like to try my hand at designing HTML e-mails. Can I use the same program to do the e-mail? Any tips for me in troubleshooting this project? Best answer gets 10 points!

You can design your e-mail using Flash, but I wouldn't. Many e-mail providers would simply DELETE or Reduce your embedded files, so their people would get garbage.
It's best to make a terrific website, using Flash, then sending people a LINK to that. Embed a graphic that is representative of the Flash that they will see.

It might be possible I suppose, but why in the hell would you want to? Flash is the completely wrong tool for creating HTML, it would be like using Word to do accounts; or Excel to make presentations.
Just find a decent online tutorial and learn HTML properly, because it's just a mark-up language you don't even need any tools at all, you can do whatever you want with a simple text editor like Notepad.

Here is a good idea send a email in regular HTML that requires the recipient to go to a site where the flash is played.
