You need to start programming. Do you know HTML? If not, then google for some free WYSIWYG html editor, there are plenty of those and learn to use it.
After that, you need to buy a domain name and web host. Go to www.godaddy.com, and choose a hosting plan. There are other cheap hosting sites too, just google them. .com domain cost around $11 per year on godaddy.com.

The first step is deciding what you want - lay it out on paper. The next step is hiring a web developer to develop it for you. (Or you could learn computer programming, a few programming languages, client/server technology, etc., and have a site ready for about Christmas, 2011 if you work at it full time.)
