u can try Foxonic, a powerful image to PDF converter and very easy to use.

3 steps to convert image to PDF with Foxonic:

(1) click "settings" -> Set building mode to "All to One" and set destination PDF file name, location.

(2) click "Page Options" -> "Page Size" -> Standard : select "Auto Size".

(3) Select all the image files and right click the selected source files, click "Build selected files to PDF", then all the selected files will be converted to destination PDF file automatically.

u can download and try it for free from here:

Try Solid PDF Creator. This program has an unlimited free trial and will allow you to set the optimization of the PDF file to retain the image resolution.

Hrm... Interesting.

You Have Two Choices- Either buy the 2000$ Adobe Acrobat Suit-(Which is ridiculous), or you could always try Looking for a Free PDF Editor from the web, But Wait- Ive already done it for you- Here it is-http://download.cnet.com/PDFill-PDF-Editor/3000-6675_4-10295757.html

Apparently Its the closest thing you can get without paying 2 grand for Adobe Acrobat.
