If you don't have Adobe Acrobat PROGRAM, not the Reader, you export the PageMaker file as .eps and open that PostScript file in Adobe Illustrator. The Acrobat program has a soft printer that converts 1-to-1 and preserves fonts if you set up the options correctly. Illustrator will allow you to tweak your page before saving out as .pdf.
PageMaker is the devil, but with Acrobat it does the best PDF of any other solution.

In the event you do not have Adobe Acrobat program, not the Reader, you export the PageMaker file as .Eps and open that PostScript file in Adobe Illustrator. The Acrobat program has a soft printer that converts 1-to-1 and preserves fonts should you happen to set up the selections adequately. Illustrator will permit you to tweak your page before saving out as .Pdf. PageMaker is the devil, but with Acrobat it does the enough PDF of another reply.
