I see people putting their localhost online with some ip address.

your localhost can only be seen by you. You may see IP address like 127.0.0.1, that is still local host. If you have a static IP address (you would need paid quite a bit to have one from your ISP), then you can be access through internet by that IP. Usually you buy a domain name and your ISP bind your domain to an IP (it usually shared by many sites)



If it is a working computer in a network, you system admin may assign you an internal network IP address, something like 192.168.10.12, this kind only can be access through internal network.

If your trying to do what I think you are then answering your question outright will not help you. What you need to do is research Dynamic IP which is what your ISP is probably giving you. Then do some research on Dynamic DNS. These are things you will want to be comfortable with and as you research you will be able to do more.

If the IP doesn't work, you may need to forward port 80 first.

Go into your router configuration and select port 80 to forward to the machine you want to host a web server on.

for that you need public ip address. Buy public ip from ISP then you can do anything like webservers, mailserver, voip etc.
