You can simulate your apps on multiple devices using Apple's IDE, I think. At least, you can do that on Android (Eclipse).

If you want to test apps, then I'm not sure what that has to do with iOS development. That refers to the internal operating system, not apps.

Yes it should be good for general iOS functionality.
If you are trying to save money, I would suggest testing as much as you can on the simulator, before loading the app on a device. Device testing requires a Apple Developer's license, which costs $99 per year. If you take a long time doing general program testing on a device, when you could be using the simulator, you are wasting that money.
Purchase the license at the point when you absolutely need to test on the device.
The license also allows you to perform "ad hoc" testing, in which you can build test versions for other people's devices. The ad hoc test version on a device will last a year after is has been loaded.
