the basics are very easy to learn, and there isnt a great deal of complexity even to the most advancded parts of html. Css and javascript are more powerful and take more effort to learn, but if you put in a lot of effort for a month you should become relatively competent with them, a lot of the stuff you tend to learn as the needs for it arise. (Use google)
www.w3schools.com is a good site to learn all of these
and from what i gather you need little to No knowledge to use adobe dreamweaver as the designers at my workplace use at and they barely even know what html is for

HTML is simple. In fact, it's not even technically programming. When you come to learning Python, C or C++, you'll realise this. HTML/CSS (you need CSS for formatting such as colour, height, etc.) may take a few weeks to get to an intermediate level and understand all the tags, the advantages and disadvantages of certain tags, deprecated (obsolete) tags and good HTML practice. Note that you may also want to learn JavaScript or ASP/PHP which will take a lot more time. For Python, C or C++, it will takes weeks to get a very basic understanding, months before you're anywhere near proficient at it to make anything decent and probably years to become fully adept where you can make full programs without guidance. Of course, this will definitely fluctuate depending on how much dedication you have.

I taught myself Dreamweaver ... you don't really need to know html, you can use a wysiwyg interface and it will create the html for you.
However, if you are setting up a website, I STRONGLY URGE you to forget about Dreamweaver and learn about Content Management Systems (CMS), such as joomla (which I use), drupal, wordpress, etc.
I created a website using Dreamweaver last August. Then I switched to joomla and, although there is a learning curve, it makes everything so much easier. Especially if you have a site where you constantly change/add/update content. It is a million times easier with a CMS!! For example, if you need to add an item to your main navigation menu, in Dreamweaver this would require manually opening and editing every single page. With a CMS you can make the change once and you're done.
There are some great templates available for joomla. I'm using one from rockettheme.com.
Good luck! :)

HTML takes as much time as you put into it to learn. HTML is relatively easy to learn if you put some time into it. CSS is as well. You should know the basics of both of them before you start using Dreamweaver.

You don't really need any knowledge of html/css to use Dreamweaver. A good place to start is here ->http://www.w3schools.com/ this site has basic html tutorials. If you work hard you can learn a decent amount in a month.

It is rather like chess or go. You can learn the rules in a day and spend the rest of your life mastering it.
Dreamweaver is one of those high-level programs that can be used by people who don't want to spend much time learning programming principles. It allows you to make a web site look nice.
But so does Quanta, Bluefish, Screem, and others. JQuery allows you to craft good Web 2.0 sites without a lot of programming. Then the frameworks like Django, Ruby on Rails, Zope2, Zope3, Pylons, Plone and Grok can be used to make enterprise-level web apps.

It could take longer than a month. Depends on how dedicated you are. I have a lot of knowledge on html.. I create layouts for games and stuff, but I still don't know everything. I've also been doing this for a couple years.
