No, but it really HELPS if you DO know HTML. SOME web page editors which use a What You See Is What You Get (WYSIWYG) user interface, do the HTML for you in the background. Unfortunately, when you use one of these editors, you are more of an artist than a programmer and you are forever locked in to that editor ever after. Choose wisely, because WYSIWYG editors are a one way street. You can't "go back" to another editor without losing all of your work and starting over.

It helps enormously to know HTML. It's very easy to learn. HTML isn't a programming language, it's just a way to write text files with special keywords in them that tell a Web browser how to display the text (and images).
You can use special software to design Web pages, but most professionals create Web pages using a simple text editor and writing their own HTML, because it runs faster, looks better, and is less likely to create problems.

No you do not need to know HTML to design a site. There are many programs out there that you can drag and drop things into place. The difference though is knowing html will help you with getting better positioning, graphics, effects, and much more. By hiring a web developer or learning the code itself you will be able to create high caliber sites that are not knock-offs or cookie cutter type sites. Unfortunately once you are done with one of these programs you can tell it was made by someone with little or no experience.

You can use Microsoft word just change the view layout to web page and design it like that. Once done save as web page. Just change the box from word document to web page

design is the idea and layout of a page and not a working thing so no you don't need to know HTML, if you want to make it then it depends on what you want on the web page

It's not necessary, but it's very helpful, and not that hard.
If you know how to use a computer, and how to use something link Microsoft Word, It should take about 1.5 hours to learn HTML. It's not even a real programming language - it's just a text document, with added to it to control formatting.
If you use a WYSIWYG tool (What you see is what you get) like Dreamweaver or SeaMonkey, you don't have to know HTML to make a website. But like I said, knowing HTML is very helpful takes less than 2 hours for a tech literate person to learn.

HTML is essentially extremely easy and requires a slight amount of knowledge:

However, it depends on what you are wanting to design. If you are wanting to design something very simple with just text and basic colours? Then I would say stick with HTML (though it is ludicrously basic).
If you want to make a page like the one we are using now? That is when it will start getting more complicated and Cascading Style Sheets (CSS) or Java will be used and in my experience, that is not something you can learn over night! :)

Nope, there are a ton of free website builders online and you don't need to know any code.
Knowing how to code and make a website from scratch will give you a lot more freedom and options, but it is not necessary.
