If i changed from Xp to Vista does it effect my Ip address will it change or stay the same ?

Your ISP (Internet Service Provider) decides your IP address, changing operating systems will not affect your IP address. IP address are not always the same, for example lets say you turn off the modem on a DSL connection, you will probably be assigned a new IP when you turn the modem back and reconnect.

Are we talking about an internal IP or external IP address? A static or dynamic?
The external IP address (the one that is unique to your house over the entire internet) has nothing to do with your operating system. In layman's terms, it's like saying that if you get a new home telephone your phone number will change!
Although you can throw that out the door if you have a dynamic IP address like 85% or more of average home computer users. Every single time you connect to the internet you havev a different IP in that case. If you have a static IP (one that's reserved for you and never changes) then you're lucky.
The internal IP address is what identifies each of your computers, printers, gaming consoles etc. within your home network. This is not visible to anyone outside your house. Every wireless adapter (wi-fi antenna) has a unique code called a MAC Address (nothing to do with the Macintosh computer company). Most routers will automatically assign the same IP address every time a certain MAC address tries to connect to the internet. This rule isn't set in stone though. Unless you explicitely set a certain IP address (say, if you play online games and need to set port redirections), it' s possible your internal IP will change every type you connect.

Neither IP address is changed.
The two IP addresses in question are the internal and external IP address. The external IP address is the address of your network connection. The internal IP address is the address of your computer on the network.
An easy way to change your IP address is to simply unplug stuff. Unplugging and replugging your router will reassign your internal IP while doing the same with a modem will reconfigure an external IP.

It depends on whether or not you are using a router (also commonly called a wireless router). If you have a direct connection to the internet, without a router, your IP address *should* automatically be pulled from the Cable or DSL company that you bought your "internet" from. (Sidenote, try: whatismyip.com to find out your current IP address if *you have* internet connectivity, this will tell you if it has changed or not). If you are behind a router (or firewall) you are most likely pulling an *internal* or *non-public* IP address starting with: 192.168.X.X or 172.XXX.XXX.XXX -- that said, if you press Start and Type "CMD" and press Enter, it will open the command prompt. Type: ipconfig (and then press enter) your IP address will be displayed, if the prefix does not start with 192, 172, 10 or 169 you are guaranteed not to have a router and simply going to whatismyip.com will solve your question.

if your computer are connected to a router, it will change.
if your computer are connected directly to the modern, it won't change. <-- from my personal experience.
