What are some good websites where you can find people looking for web programmers and designers? Not including competative bidding sites like odesk and freelancer. The only good one I found so far was craigslist. Any others?

Try Craig's List (or whatever it's called). Just don't advertise or solicit here in yahoo answers.

It's different from oDesk since they offer full time remote workers and they do not have that bidding system. They are using the full telecommuting setup where employers and employees are connected virtually for long term work.
