Like right now I can't get onto chatzy. The link seems to be broken. Is it possible to fix it?

It could mean that the page that you are trying to view doesn't exist anymore - the website owner has taken it down. It could also mean that the whole website is down, in which case it should probably be working again soon. In this case, the whole website is down. There is nothing you can really do about this except for hitting "Cached" next to the entry that you want to see in Google (Chatzy in this case). This will give you a look into what the page looked like at a certain time (most likely in the past couple of days), but it is not what the current page looks like because it is Google's "snapshot" of the page. Also, this "snapshot" may not be fully functional because anything that you try to click on from within this snapshot will try to interact with the actual page that is now down.

A broken link is when a link goes to a page that is nonexistent (taken down) or one that's under maintenance or temporarily not working. To fix this, google Chatzy and then go to the link there. If that doesn't work, try waiting a while and trying again

A broken link is a link that is no longer connected to the website, and it's no longer available for viewing. The only way to fix it is for the techies at chatzy to fix it. You may be able to contact them and tell them the problem.

It looks like they're doing some work on the site - the server is running (I can connect to it via telnet), but it's not serving pages.

No you can't do anything, you have to wait until the person that made that website fixes it.
