just want to use the clip art as background and need to put text in the whole page.

Insert the picture by going insert -> picture then either from file or clip art, depending where you're getting it.
Once you've lined the pic up and sized it etc, you may need to make it appear lighter (so it doesn't hide any of the text). Do this by right clicking the picture and selecting "Format Picture". Change colour to Washout to set a default lighter colour scheme, or adjust the image control settings to what you require.
Now go to the Layout tab, and choose "behind text".
Congratulations, now you can type over the picture, almost like magic.

set your pic as background. set the size.
Then, on top of that, use a text box (drawing tools) to write your thing. Edit the box's borders so that they are "none", and set the colour fill of the box as "none".

Use the Header function and make the clipart transparent - MS Word call it a watermark (use the help function and search for watermark)

you're able to do by utilising precise clicking the image circulate to format image(there you will locate a pop-up window) and choose format tab... there you are able to choose what wrapping type you choose for (only play it around so as which you are going to locate each and each difference)
