shrinking partition problem?

i am trying to shrink my second partition by 15gig. when i try to do this through computer management all i get is access denied.
when i try to do it through the cmd useing diskpart i get:

DiskPart has encountered an error: Access is denied.
See the System Event Log for more information.

i cannot find anywhere in the event veiwer anything regarding disk management. also i am administrator and i am the only
account on my computer. please help if you can.

Defrag abode homestead windows. Then put in Ubuntu cd-and decide "attempt Ubuntu" first.....as without postpone as Ubuntu is working on cd-then delete each which will delete even nonetheless the abode homestead windows partition Then set up section by potential of section. strengthen partition length if mandatory together as determination opens.

In my opinion the best free software out there to edit partions is EASEUS Partition Master 4.0 Home Edition.

You can't do anything to a partition whilst it's in use, download the free gparted from http://gparted.sourceforge.net/download.php and boot from it, then you can edit the partitions from there (because you boot from then, they won't be in use)

go to http://distrowatch.com/?newsid=05572 and down load. Burn as an ISO and boot from CD.
