You already have one. Windows.

In your system32 directory there is a file called "hosts." (by default, this is C:\Windows\System32\drivers\etc\hosts). Open up this file with a text editor like notepad. This file lets you remap any URL to any other IP address.

There are samples in the document, but basically you just need to remap limewire.com to 255.255.255.255, which is an invalid IP address.

Good luck.

Change your Windows password so she no longer has access to your computer.

If she is downloading via Limewire, there is a chance your ISP will begin taking an interest in the illegal downloading

I know Windows Vista and 7 both have a parental control program built in. It is labeled Parental Controls under the control panel.
