These days hacking is as much about network protocols as executables so I'd start with a good packet sniffer, e.g. Wireshark, as examining how various potentially exploitable services operate at the packet level. At some point however you will need to write programs to actually exploit a vulnerability. There are various options that can be chosen but C is probably to be preferred here. Programming in C is a lot more work than many other languages but you have direct access to a lot of low-level facilities that in other languages may not be available at all or contorted to the point they are very difficult to use.

You will want to learn C and get a very good grasp on it...otherwise you will be what's called a script kiddy (people who only use simple codes and what other hackers (real hackers) exploited).
C is a very powerful language so, in my opinion, it is very important. But it depends on what you want to focus on hacking: if you want to attack servers, php is a famous one. If you want to hack devices, java is widely used and so on. But since they are all related with some type of hardware, learning C will enable you to apply your hacks on a wider spectrum.

Hacking is a pretty broad term. It really depends specifically on what you're trying to do i.e.- if you're interested in something like SQL injection obviously you need to know SQL, if you're interested in reverse engineering you'll need to know the language the program you're trying to engineer is written in.
A lot of languages are very similar, so learning any language will further your abilities to understand other languages.
If you're really serious, you need to understand what that code is doing and how a computer works. Something like a degree in Computer Science would be immensely beneficial.
