There are services you can use to build a social networking site such as socialgo.
You can also use a script that you can install on your own server. SocialEngine and phpFox are some of the most popular.

There are SEVERAL places where you can get an awesome social site without learning a thing about html, databases and all that. And you can launch it in a day with individual blogs, video and audio sharing, groups, forums and more.
But it costs $24.95 per month for that many members. There's a free trial if you're interested.
They host several million social networks. A co-founder is Internet legend Marc Andreeson, probably best known for launching the first two web browsers. Ever. Mosaic and Netscape.

I'm not aware of any generic frameworks for social networks.
Your best bet is to learn a language that can be used for making web apps (preferably Python or Ruby, PHP if you feel masochistic) and find a framework (like Django or Ruby on Rails) for that language, and just start from there. Frameworks tend to reduce the amount of work you need to do drastically.
You are also going to need to learn how to design web sites, or hire someone who already does to do the templates.
From 0 knowledge what-so-ever, you're probably looking at 4-6 months minimum, if you are a quick learner.

You know nothing about building websites? Since you know nothing about this, there are things you need to learn.
HTML
CSS
Javascript
PHP
Databases
You need to be able to design your own graphics, or know someone who will.
I hope they're in it for the long run. Think years. Not weeks, days or months.

If you want a really personalized one, it could take upto months to finish. But if you're looking for something simple, freewebs would do. And or this video on youtube titled "how to make a social networking site".

:( It`s hard to see a bachelor`s degree devalued this deeply. I wish our work was seen as more than "playing around" until we got it right. I`m happy for you, that you have the work. I just am sad when I think of the 1000`s of hours classmates put into learning how to program....but more power to you. There are a ton of wysiwyg web design packages you can try for free. I`m always open to giving advice if you need it.
