Where is the best free PHP / SQL learning resource?

I want to learn PHP and SQL. I've looked into it in the past but didn't get far as the book I was using was a it out of date and hard to follow. I've done programming before so I know the basics - I don't need it explaining what scope and variables are yet again for example. I know HTML and CSS but want to take it further so PHP is next.

Where is the best place to start learning, from scratch? I'd need to set up Apache and MySQL on my computer and go from there. Two things I'm looking for are:

1) a good, easy to understand, free, PHP/SQL tutorial, from the beginning.

2) a simple install package for Apache/SQL, so I don't have to spend 3 hours configuring Apache's bloody data files.

I recommend www.tizag.com to start learning php. Whenever I need any help in php, I go to either Yahoo Answers or www.tizag.com. It gives you basic Ideas about anything in php.
