What HTML editor works best on Windows? I want to be able to generate XHTML pages and write CSS within it...

Depends on what you have used before of course. I like the Visual Web Developer 2005 that is free also. Just have to register it with Microsoft. No fee! With that you can create also asp.net pages and web applications. If you're not used to work in code view, you can choose split, or even design view. Really worth while trying!

I use an open source program called Dev-PHP. It has good code highlighting and will work with HTML, PHP and other scripting languages. Give it a run for yourself (it's free afterall!)

Notpad2 has syntax highlighting and other features of html, and most of the languages, php, java, perl c, c# .....
