You can do it freely, but you'll have to have a domain (URL) like this - http://example.zxq.net. You can shorten it to something like http://example.tk but you'll have advertisements.

You'll need An editor, Notepad is the most basic, and comes with most PC's (Windows) but i prefer to use Notepad++ because it has sytax highlighting and other features that Notepad doesn't have. Type Notepad++ on Google.

If that does not work out, you would need to learn HTML. You can use it in the program called notepad that comes with most windows computers.
