well you need hosting for a website but most of the free sites allows gif pictures and even flash.
go to http://pages.google.com and you can create a site its a good stuff there...
also you can create hosting at http://www.2ip.com/index.php or at http://www.brinkster.com/FreePkgLanding.aspx

You don't need your own site to host images, you can register at http://www.photobucket.com or http://www.imageshack.com and upload photos to your account and link them to myspace.
However, you could do all this too when you create a website. You would first need to search for a provider to give you webspace; this could be a free one or you could purchase it. A free provider listing I recommend is http://www.freewebspace.net. They have a large list of free providers.
Next you would need to learn HTML, the best way is to read tutorials, google HTML for dummies or HTML tutorials, real basic stuff but you will learn how to code and write your own site with as little as notepad.
I also recommend getting FrontPage, from Microsoft. It's great for beginners, the design view you can use to create your site doesn't require any actual code and you can learn as you go.
Reading is the key, and the will to learn.
