As an alternative to Visual C++, you could try Eclipse, again a free download, but also a very popular IDE which has quite a few plug-ins.

Pretty much all C++ compilers will compile C code, so get a copy of Visual C++ Express 2008 and you should be fine if you write standard ANSI C code.
