First, you need someone to hold your website for you, essentially. Yahoo does this for free, but you can get it from Godaddy.com fairly cheaply and safely.
Next, you need to develop the site. Try Microsoft FrontPage, or if you are on a slightly bigger budget, you can use Dreamweaver from Macromedia to design it. These programs allow you to visually design the site without going into complicated steps. Play around with those programs and the structure of your site before actually starting to pay for the service.
Once your site is basically ready to go, sign up for a hosting plan on either Yahoo! or Godaddy, then follow the instructions they give you for uploading files to the Internet. Make sure you have an index.html file, this will be the first page your customers see when they go to www.yourwebsitename.com.

As for leaving comments, Yahoo! already has an interface for that that does not take so much work on your part, whereas if you used Godaddy, you would have to learn how to manage databases, write PHP and SQL, and do complicated things with forms and tables.
