There is no right answer should you make your CMS or not. It really depends on your needs. I will just try to help you to make decision.



If you need something simple and effective, then your custom CMS might be right solution (please note that when I say simple, I don't mean simple web page, I mean simple to code - consult with team is it easy or not to code what you desire).



Joomla (and other CMS's) is updated and tested regularly, so in terms of security this might be better solution. Your team could make plugins which you are missing from Joomla repository.

Con of this option is that if Joomla gets major update, and if you want to make update, your plugins might stop working so they need to be updated for new version of Joomla.

If you wish to create your own CMS, then you would need to learn programming languages such as PHP,CMS and HTML or maybe even Java and Oralce for database it's not easy job. instead go play with Wordpress.

There is absolutely no reason why you could not create your own cms for a website. I have done this on a few sites where I found it easier for the client. If you are not using a canned cms package like one of the ones you mentioned and you want to give the client the ability to update their own site, then do it. There is absolutely nothing wrong with it.



If you have the capability of writing it yourself, and you feel it will benefit your client without many drawbacks, then by all means do it. I would recommend that you do backups of any involved databases just in case something happens. It would also be a good idea to provide a little instruction so that the client knows how to use the cms and recommend that they contact you immediately if they are not sure of what to do.
